The Prime Minister as the leader of his political party is subject to the parties support and his ability to whip his majority in the House of Commons to pass his policies and legislation into law. However, the Prime Minister’s reliance on the strong party whip system can sometimes be more of a weakness than strength. If his largely loyal party and Members of Parliament vote with his 95% of the time, then they may vote differently on the most important issues that matter to them. If the Prime Minister is always creating a party political vote on legislation going through Parliament, then the occasions when he may need to whip on most may not necessarily be as secure as it would be otherwise, he may be forced to rely on opposition support, an embarrassing political situation that he would be in. One example is the rebellion of over 120 Labour MP’s on the plan to partially privatise Royal Mail. However, the Prime Minister can in some cases overcome rebellions by giving concessions to the aggrieved parties i.e. those who rebelled. One example of this was the row over the ‘ten pence’ tax rule, a commitment brought in after Labour’s success in the 1997 General Election to help poorer wage earners pay taxes, which came to the fore after Prime Minister, Gordon Browns reversed this policy commitment despite it being outlined in Labour’s manifesto. The ‘Strong Party Whip System’ however, doesn’t necessarily exist in the key decisive polices and legislatives proposals presented to Parliament. Indeed, many comments have been made of Tony Blair’s proposals of 90-day detention without trial defeat, his first in the House of Commons as Prime Minister; saw a huge blow to his power and ability to rule as Prime Minister. Especially considering when Labour passed every policy and legislation it proposed into law. After the defeat of the 90 day detention without trial legislation in 2005, not only did policies start to become harder to pass into the law system, the actual position of Tony Blair as an actual Prime Minister was called into question. Thus, the Prime Minister is not as powerful as he first appeared – as it can be said that once a Prime Minister has overstepped his power, his ability to lead as Prime Minister becomes substantially limited. This would imply that the Prime Minister is restraine d in what he can actually do, and therefore is not ‘too powerful’ at all. On the other hand, many would argue that the point of ‘overstepping the line’ of being powerful is a lot further than other political leaders, especially across the continent, such as the United States where the people are strongly opposed to any sort of detention without trial and the President is restrained by the Constitution. The fact that the point at which the Prime Minister oversteps the moral boundaries is harder to cross than other world leaders is why many want to fragment the power of the PM to institutions like the Cabinet, Parliament and the European Union. However, I would argue that this devolution of power should go to lower institutions such as Borough Councils and Parliament in every aspect except income tax, legislation national law and national security. A greater likelihood of having your views heard has been demonstrated to show an increase in participation, not just in politics, but decision making as a general. Thus, the Prime Minister is too powerful and he must have a fragmentation of his power. Arguably, however, this would be a threat to the leadership of a country. This implied in a modern day world, where the businesses in the UK are global, and interconnected, needed national coordination, and ruling. This on the other hand shows that the Prime Minister should not garment his power, as it is essential to the country to retain is competitive feature. However, like the President in US, there are examples which highlight the fact that a leader doesn’t necessarily have to be overly powerful to ensure the prosperity of a nation. Ordinary Men By Christopher Browning ORDINARY MEN by Christopher Browning Ordinary Men by Christopher Browning accounts for the actions of the German Order Police ( more specifically the actions of Reserve Police Battalion 101in Poland) and the role they played in the Second World War during the Jewish Holocaust. Police Battalion 101 was composed of veterans from World War One and men too old to be drafted into the regular forces: army, navy, air force. Browning himself is uncertain of the accuracy of information that he provides because he based his study on personal testimony recorded in postwar legal investigations. This also offers a biographical profile of a German unit that consisted of approximately 500 men who in the sixteen months starting in July of 1942 participated in the slaughter of more than 80,000 jews. Between August of 1942 and May of 1943 the accounts of the number of jews deported from their homes was estimated at a minimum of 45,200 men women and children as well as an estimated minimum of 38,000 jews shot and killed between July 1942 and November 1943. Browning's book is very well written and researched to an exhaustive point. His intent seems to be a focus on the activities of German Police Battalion 101, however this is not the case. Early into the book he seems to go too much into detail about the activities of other police units and it isn't clear if they are attached to Battalion 101 or if they are simply separate police units used as examples to describe the actions that Battalion 101 would be engaging in that they failed to mention during the war crime inquiries . This leads the reader to get lost in the whole of events taking place. On the other hand, the book is well written and very detailed and researched. The reading flows well and Browning keeps his readers interested. The book has an almost novel like feel to it. According to Dennis Noble's review of Browning's book in the Library Journal 117:180 F 15 92, he is intrigued by the fact that the commander of Reserve Battalion 101 gave his men a choice of wether or not they wished to participate in the mass shoutings of Jews of Jozefow, Poland and only a few refused. Browning mentions this in his book however what noble failed to mention is that only the older men in the battalion were given the choice, Browning on his part fails to mention what happens to the men who do refuse. Do they get mistreated by the rest of the battalion? And what is the peer pressure like between the members of the battalion ? Browning does admit at the end of his book that peer pressure played a great role in the shootings, that the men in Battalion 101 killed the jews because of a combination of peer pressure and orders from superior officers. Walter Reich's review in the New York Times Book Review of April 12th 1992, touches more on the aspect of the state of mind of these men who had been given the task of executing the Jewish community in Poland; We know a lot about how the Germans carried out the Holocaust. We know much less about how they felt and what they thought as they did it, how they were affected and what they did, and what made it possible for them to do it. Browning is able to tell us in his book about the lives of these Germans and how they were psychologically transformed from ordinary men into the people who participated actively in the worst crime against humanity in known history and how they did it. In his review, Daniel Jonah Goldhagen, New Repub 207:49 July 13 1992, refers to the fact that Brownings book does reduce the German's singular and deeply rooted, racist anti-semitism to little more than one manifestation of a common social psychological phenomenon... Although Browning does state that the social and peer pressures eased the German's transformation into being mass murderers. Guide to Map Reading for Beginners In an age when mapping apps are commonplace, you may think that learning how to read a paper map is an obsolete skill. But if you enjoy hiking, camping, exploring the wilderness, or other outdoor activities, a good road or  topographic map is your still best friend. Unlike cell phones and GPS devices, there are no signals to lose or batteries to change with a paper map, making them far more reliable. This guide will introduce you to the basic elements of a map. Legend Cartographers, who design maps, use symbols to represent the different elements used. The legend, sometimes called a key, tells you how to interpret a maps symbols.  For instance, a square with a flag on top usually represents a school, and a dashed line represents a border. Note, however, that map symbols used in the United States are often used for different things in other countries. The symbol for a secondary highway used on a United States Geological Survey topographic map represents a railroad on Swiss maps. Title A maps title will tell you at a glance what the map is depicting. If youre looking at a road map of Utah, for example, you would expect to see interstate and state highways, plus major local roadways across the state. A USGS geological map, on the other hand, will depict specific scientific data for a region, such as groundwater supplies for a city. Regardless of the type of map youre using, it will have a title. Orientation A map isnt very useful if you dont know where you are relative to your position on it. Most cartographers align their maps so that the top of the page represents north and use a small arrow-shaped icon with an N beneath it to point you in the right direction. Some maps, such as topographic maps, will point to true north (the North Pole) and to magnetic north (where your compass points, to northern Canada). More elaborate maps may include a compass rose, depicting all four cardinal directions (north, south, east, west). Scale A life-sized map would be impossibly large. Instead, cartographers use ratios to reduce a mapped region to a manageable size. The maps scale will tell you what ratio is being used or, more commonly, depict a given distance as the equivalent of a measurement, such as 1 inch representing 100 miles.  Ã‚   Other Elements Just as there are many types of color maps, there are also many different color schemes used by cartographers. The map user should look to the legend for an explanation of colors on a map.   Elevation, for example, is often represented as a sequence of dark greens (low elevation or even below sea level) to browns (hills) to white or gray (highest elevation). A neatline is the border of a map. It helps to define the edge of the map area and obviously keeps things looking organized. Cartographers may also use neatlines to define offsets, which are mini-maps of an expanded area of the map. Many road maps, for instance, contain offsets of major cities that show additional cartographic  detail like local roads and landmarks. If youre using a topographic map, which depicts changes of elevation in addition to roads and other landmarks, youll see wavy brown lines that meander around. These are called contour lines and represent a given elevation as it falls upon the contour of the landscape.

Cmo emigrar legalmente a los Estados Unidos   Obtener una tarjeta de residencia permanente es el requisito imprescindible para emigrar legalmente a los Estados Unidos. Esa tarjeta tambià ©n se conoce como permiso de residencia o como green card.   Es cierto que se puede permanecer legalmente en Estados Unidos sin esa tarjeta, pero en otro estatus y siempre se tratarà ­a de una estancia temporal, aunque puede ser ms o menos larga. La tarjeta de residencia permite permanecer y trabajar de forma permanente en los Estados Unidos y puede ser, adems, un puente hacia la adquisicià ³n de la ciudadanà ­a americana por naturalizacià ³n. En este artà ­culo se explican las formas de obtener la tarjeta de residencia y trmites especiales, cules son los requisitos de que debe cumplir el solicitante, los tiempos de tramitacià ³n y, finalmente, cules son los errores que pueden causar el problema de que la green card no sea aprobada. Cà ³mo se adquiere la tarjeta de residencia permanente Aproximadamente, cada aà ±o fiscal 1 millà ³n de personas extranjeras obtienen la tarjeta de residencia por uno de los numerosos caminos creados por la ley para sacar la green card. La mayorà ­a, aproximadamente 6 de cada 10, la obtienen por ser familiar de un ciudadano o de un residente permanente.   Las estadà ­sticas acreditan que en la mayorà ­a de los casos se necesita un patrocinador, es decir, un familiar o una empresa, esto à ºltimo para el caso de trabajadores. Sà ³lo en casos especiales no se necesita patrocinador. Es necesario reunir los requisitos para poder iniciar uno de los caminos creado por las leyes migratorias.   Trmites para la tarjeta de residencia Los trmites son diferentes segà ºn el tipo de camino que cada persona sigue para obtener la green card. Por ejemplo, en las peticiones de familia el patrocinador debe enviar la peticià ³n, probar parentesco, acreditar medios econà ³micos para el sostenimiento de la persona patrocinada, etc. Por el contrario, si se trata de una peticià ³n por empresa se va a necesitar una aprobacià ³n previa por parte del Departamento de Trabajo. En el caso de que se trate de asilo, se necesita una decisià ³n afirmativa parte del Servicio de Inmigracià ³n y Ciudadanà ­a (USCIS, por sus siglas en inglà ©s) o de una corte migratorio.   Si se trata de la visa de diversidad, hay que aplicar en octubre por internet en la pgina del Departamento de Estado y ganar una loterà ­a que se celebra en mayo del aà ±o siguiente, etc. Es decir, los trmites son distintos segà ºn el camino que se emplee para la residencia. Requisitos que debe reunir el potencial migrante En la fase final de la tramitacià ³n de la green card el proceso puede pararse y la peticià ³n negarse si se considera que la persona es inadmisible.   Es cierto que dependiendo del camino para la green card, algunas de esas causas no se tienen en cuenta, por ejemplo, estancia ilegal en casos de green card por razones humanitarias como la visa U. Pero la regla general es que hay que mirar con lupa esas circunstancias, ver cundo no aplican, cundo es posible pedir un perdà ³n, cundo hay que simplemente esperar o cundo no se puede hacer nada. En otras palabras, hay que asesorarse con un abogado de inmigracià ³n. Adems, en los casos en los que el problema surge por estancia ilegal en los Estados Unidos y se est en el paà ­s es conveniente entender cundo se puede ajustar el estatus a pesar de esa circunstancia y cundo no es posible y necesariamente hay que salir de USA para completar el proceso mediante un procedimiento consular. Esto es importante porque en el momento en que se sale de los Estados Unidos salta lo que se conoce como el castigo o penalidad de los 3 à ³Ã‚  10 aà ±os, que complica y mucho la obtencià ³n de la tarjeta. Character Development in Burmese Days by George Orwell :: essays research papers

I was intrigued by how the writer George Orwell portrayed each character's personality. Each character had their own unique characteristic. For example, Mr. Floury's character was unique in every aspect imaginable, by the way he tries to help Dr. Veraswami's get elected in the club. He was not always positive, but in some instances he was cruel. There was a demeanor about him that was portrayed very well from start to finish. The arrival of the bobbed blonde, Elizabeth Lackersteen, not only shows Flory as ill-fated suitor but gives Orwell the opportunity to prove that he's a reporter of nuanced social interactions and political intrigues. Other character's worth mentioning is Ma Hla May (Flory's servant); her actions throughout the book were marvelous. Each time she appeared in the scene, her presence was felt strongly. Her actions thoughtout the book were driven by her vanity, which led to her arriving at the church and embarrassing Mr. Flory. Against this backdrop of politics and ethics, Orwell presents romance. The book was not just about one-man entrance in a club, but also of the hatred people bestow on each other. Was it their vanity that had driven everyone in the town? Is the failure to socialize extended to the natives ? U Po Kyin, villain who tormented everyone, a man without any sympathy, a man who was known to be notorious throughout the town. Most of the turmoil, which occurred during the book can be traced back to U Po Kyin doings. The addition of U Po Kyin made the book mysterious and full of mayhem. This well plotted tale of betrayal and hypocrosy in an English colonial outpost is an extraordinarily good read on several levels. The character of Flory who despises the racist hypocrosy of his fellow expats yet is too weak to do anything about it is very well written.
